WHAT IS NOVA SCOTIA NOMINEE PROGRAM (NSNP)

The Nova Scotia Nominee Program (NSNP) is a Canadian immigration program designed to facilitate the entry of skilled workers, entrepreneurs, and other individuals who wish to settle in the province of Nova Scotia. The program is administered by the government of Nova Scotia in partnership with the federal government of Canada.

The NSNP has several streams, each catering to different categories of applicants with specific skills, work experience, and intentions.

The main streams under the NSNP at that time were:

Nova Scotia Demand:Express Entry Stream - This stream was for skilled workers with work experience in an in-demand occupation. Applicants need to have an Express Entry profile and be eligible for one of the three federal economic immigration programs: Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), or Federal Skilled Trades Program (FSTP).

Nova Scotia Experience: Express Entry Stream - This stream targeted candidates who already had work experience in Nova Scotia. Applicants needed to have a job offer from a Nova Scotia employer and be eligible for one of the three federal Express Entry programs.

Skilled Worker Stream - This stream was for individuals with specific skills and work experience that were in demand in the Nova Scotia labour market. Applicants were required to have a job offer from a Nova Scotia employer.

Entrepreneur Stream- This stream aimed to attract experienced entrepreneurs who wanted to establish or acquire a business in Nova Scotia. Successful applicants would be expected to actively manage the day-to-day operations of their business in the province.

 

INTERNATIONAL GRADUATE ENTREPRENEUR

The International Graduate Entrepreneur stream was a part of the Nova Scotia Nominee Program (NSNP) designed to attract and retain international graduates from eligible Nova Scotia post-secondary institutions who had the desire to start or operate a business in the province.

Eligibility:

  • One year of continuous work experience actively managing and owning current business in Nova Scotia (33.33% ownership minimum)
  • Valid Post-graduation Work Permit
  • Completed a degree or diploma after at least two academic years of full-time, in-person study at a university in Nova Scotia or the Nova Scotia Community College
  • IELTS - Level 7
  • Intention to live permanently in Nova Scotia while owning and actively managing a business.

INTERNATIONAL GRADUATES IN DEMAND

International Graduates in Demand is a steam in NSNP to attract international graduates, such as the "International Graduate Entrepreneur" stream and the "Nova Scotia Experience: Express Entry" stream.

Eligibility:

  • Full-time Job offer in a job category listed:
    • If you are applying under NOC 33102, your program must grant a certificate, diploma, or degree.
    • If you are applying under NOC 42202, your program must grant a diploma or a degree.
  • Age 21 to 55 years
  • Valid Post-graduation Work Permit
  • Must have high school diploma.
  • Complete studies within three years, and program must be 30 weeks in length.
  • IELTS - CLB Level 5
  • Certifications issued by Nova Scotia for Job
  • Proof of settlement funds

SKILLED WORKER

The skilled Worker stream in the Nova Scotia Nominee Program (NSNP) referred to individuals who had specific skills, qualifications, and work experience that were in demand in the labour market of the province of Nova Scotia, Canada. The Skilled Worker stream was one of the streams under the NSNP that aimed to attract and nominate skilled foreign workers for permanent residency in Nova Scotia.

The Skilled Worker stream was designed to address the labor market needs of the province by selecting individuals who could contribute to the economy and fill skill shortages in certain occupations.

Eligibility:

  • Full-time permanent Job offer
  • One year of work experience (Workers in TEER category 4 or 5 of the National Occupational Classification must already have six months’ experience with the employer.)
  • Age 21 to 55 years
  • High school diploma
  • Training, skills or accreditation for the job
  • IELTS - CLB Level 5 for TEER 0,1,2 or 3 Or IELTS - CLB Level 4 for TEER 4 or 5
  • Proof of settlement funds

OCCUPATIONS IN DEMAND

The Occupations in Demand list typically includes occupations that are experiencing shortages of skilled workers within Nova Scotia. These occupations are deemed essential to the province's economic growth and development. Candidates who have work experience in one of the occupations on the list may be eligible to apply for certain streams under the NSNP, such as the Skilled Worker stream

Eligibility:

  • Full time permanent Job offer in either:
    • NOC 33102 (Nurse Aides)
    • NOC 65200 (Food and beverage servers)
    • NOC 65201 (Food counter attendants, kitchen helpers and related support occupations)
    • NOC 65310 (Light duty cleaners)
    • NOC 73300 (Transport truck drivers)
    • NOC 73400 (Heavy equipment operators)
    • NOC 75110 (Construction trades helpers and labourers)
  • One year of work experience
  • Age 21 to 55 years
  • High school diploma
  • Training, skills, or accreditation for the job
  • IELTS - CLB Level 4
  • Proof of settlement funds

NOVA SCOTIA EXPERIENCE: EXPRESS ENTRY

Employer Requirement:

  • Be permanently established in Nova Scotia.
  • Have operated in Nova Scotia, under current management, for at least two years.
  • Issue a full time, permanent job offers to the individual applicant;
  • The job must:
    • Be located in Nova Scotia.
    • Have salary and benefits that meet provincial employment standards and prevailing wage rates.
    • Be in a position for which there is a shortage of qualified Canadian citizens or permanent residents.
    • Not contravene any existing bargaining unit agreements, labour agreements/standards, or be involved in any employment disputes; and,
    • Job offers made to NOC level C or D occupations will be considered based on local labour market requirements and conditions;
  • Demonstrate recruitment efforts to fill the position with evidence that predates the applicant's current offer of employment. Evidence can be either:
    • a current positive Labour Market Impact Assessment (LMIA);
    • a proof that the position offered or worker is considered to be LMIA exempt; or
    • three advertisements and related information that meet the conditions outlined.
  • Have a history of good workplace and business practices, and must be compliant with all applicable laws and regulations
